I am not aware of a dump station. There used to be one at my campsite but Travis Co. covered it up a couple of years ago - but you could still find it. Last year it was completely gone. I have heard about one by an exit gate but I've never seen it or used it.

Google search found: http://www.oakforest-rvpark.com/links.aspx But, you probably have to be a guest.
This is an important question.

ROT FAQs:
"Is there a dump station for my RV?Yes, there is one free dump station on the grounds, but it is not accessible once we start parking RV's. We suggest that you arrive with empty holding tanks and full water. In addition, a vendor will be on the grounds between 9 am and 5 pm to provide holding tank servicing, as well as bulk water delivery for a fee. Trucks will be roaming through the RV lots, all you need to do is wave them down."
So, what about Sunday morning when ROT is over?

I am thinking that info hasn't been changed and refers to the one that used to be at my site. But there may be another one - I vaguely remember one by a gate somewhere. If I can access the net, once I arrive, I'll ask and get an answer posted.
